The goal of special services is to "ensure that a free, appropriate public education is available to any student with a disability who needs special education and related services, even though the student is advancing from grade to grade." NJAC6A:14-1.1(b)1.ii

 

Who is eligible to receive Special Services?

 

Any child between the ages of 3 and 21 who may have a disability that affects learning, is a potential candidate for services.  All children referred to the Lebanon Borough School Child Study Team must be legal residents of Lebanon Borough. 

 

How does a child become eligible to receive services?

 

Any child between the ages of 2 1/2 and 21 may be a candidate to be evaluated by a New Jersey public school Child Study Team to determine eligibility for services.

 

Any child who is having difficulty learning in school should first be referred in writing to the school-based Intervention and Referral Services (I&RS) Team, to find solutions to those difficulties.  If school-based general education efforts do not solve the difficulty, the I&RS Team may make a referral to the Child Study Team.  Parents are part of the process and are informed of any action taken.

 

Parents/guardians have the option of making a direct referral in writing to the Child Study Team, but working with the school-based I&RS is advised and an appropriate first step in most situations.  Referrals may be made by parents, teachers, school counselors, administrators, and the I&RS.

The parent of a child who may need special education and related services can expect the school to follow certain steps.
